You have to fit all the 4 T's in the frame - they must be completely inside the frame and must be flat like the two shown in the picture. Two frames are availabe: an easier one, and a harder one, which is tighter. The puzzle is harder than it looks.
There are several ways to fit all the T's into the easier frame, but only one way to do so in the harder frame.
